In 1971 the Uniform Holiday’s Act went into effect making 3 day weekend for all federal employers (Memorial Day, Matin Luther King Day, Columbus Day, Labor Day, Presidents Day). Washington’s birthday use to be celebrated on February 22 but because making it the 3rd monday of February every year it would never again fall on his actually birthday therefore they decided to combine their birthdays celebrating both Washington and Lincoln on the same day calling it Presidents Day.
